Regarding the independent Circle of Orzammar, it doesn't form if you help Brother Burkel, because the line about the Divine contemplating an Exalted March is aimed at the death of Brother Burkel instead of Orzammar harboring apostates. Lobsel Vith (talk) 13:42, February 11, 2011 (UTC)
