Obtaining without Finding Nathaniel Quest

Is there anyway to get this upgrade without Finding Nathaniel Quest (except console)? My game (imported save, in which I saved Amaranthine, but everyone survived thanks to upgraded Keep) is bugged and I get Fools Gold instead of this quest...
