- Proposed Policy
Occasionally administrators and bureaucrats will create new policies or alter existing policies without going through the official policy proposal phase. Usually this will only be done for minor or urgent changes.
In addition, if it is clear that a policy proposal will, or will not, pass, an administrator or bureaucrat may propose it be closed through an administrative vote. When an administrator wants to close a policy proposal early, they can open a new section at the bottom of the proposal motioning to close it as either successful or unsuccessful. If a majority of administrators and bureaucrats vote in favour of this, the motion will be successful.
Any policy or amendment made this way would be subject to the usual recall processes.
- Argument for
For the vast majority of the wiki's life this was how things were done and I found it an effective way of getting policy decisions made. It doesn't mean there will be no discussion prior and it absolutely doesn't mean that any policies made this way can't be removed if they're not suited to the community.
I've expressed more of my reasoning in Forum:Policies without proposals?, but I see this is a way of cutting down red tape and making sure the site has the policies it needs. Loleil Talk 05:09, August 9, 2010 (UTC)
- Voting Process
A decision will be made after a week of discussion and voting. If a member believes something needs to be changed, they will propose it on this page, and a vote will be held on that specific proposal. After the week is over, the policy will either be adopted or ratified. Adoption is defined as an approved policy with no current votes for amendments. Ratification is defined as an approved policy with open amendment voting; the policy will still be enforced while ratified. After the amendments are adopted or rejected, the administrators will then decide if a final vote is necessary to get a clear community consensus. Administrators may also open a third vote if the community clearly wishes to have one held; however, it is up to the discretion of a majority of active administrators. The format and timing of this process may not be engineered to skew a possible vote.
