he is the commander of the grey, hero of ferelden
or married to anora/alistair.
And last but not Least..
see Loghain was a very interesting character
you discover alot of things in a different point of you
he infact knew they wouldve lost to the darkspawn at ostagar
he is currently in Orlais so we might actually see him

I would love to see (in no particular order)
Sigrun Velanna Loghain Alistair Oghren Jowan Cullen
all off these depending on weather the lived or not (as much as I like Leliana I dont like the fact that she came back from the dead with no (as of yet) explaintion as to why) and granted there are more but these were the first that came to mind.
What I would love to see in regard to these cameos is a short time for them to be active party members (like Tallis). The main problem I saw when people say "I want Hawke as a compainion is this: there so much higher level... so many issues can arise with that. anywho im getting of topic but im sure you understand where im going with this. - So you basically want all of the characters from Origins to come back? Anyways, Wynne is dead, so you're out of luck there. Anybody who appeared in both Origins and II will probably be back for III. You'll never see cameo of Wynne in DA3, because she's dead since DA:Asunder. Don't dream about impossible things.
Wynne is dead plus there's probability that Loghain was executed during the Landsmeet. Leliana WILL be back, because Bioware staffs love her. As for characters from DA2, you can't count who between Bethany and Carver to be alive (I'd prefer Bethany to be alive anyway), Anders, and more.

Sadly you can't have Jowan cos you may have executed him or sent him back to the circle. Comapinons can not,(usually, glares at DA2 Anders) appear if they've been killed off in an previous game, if they have and they give a decent enough reason, i think Leli had a good reason for resurrection unlike Anders, they completely got that wrong. As he says he used a burnt mage corpse to run away, when really in DAA epilouge it says he was found dead yet unscathed, not counting the arrow though his neck. Gaider could try to have some continuty.
Morrigan and the OGB, it sorta depends, did you do the ritual or not? Did you stab Morrigan (remember it isn't comfirmed that you kill her, you just stab her and she falls though the mirror and she does know some healing magic)? Some are hoping Morrigan doesn't appear as it means their Warden would have to be nearby, cos they romanced her and they don't trust EA/Bioware with what they could and would do to her.

^ I can see them bringing back an executed Anders with "Justice wouldn't let me die," which I think would be a well-written excuse, but it would still push the envelope. So far only Spirits of Faith can revive the dead, not simply reanimating the corpse like Justice does, but that power may extend to all spirits, for people who have not been dead very long (Kristoff was dead for a couple of weeks). In this way, Fenris and Merrill are the only characters that can be truly killed, not much to worry about in the DA2 connection
I can see Morrigan coming back saying she "abandoned" the Warden, whether he leaves with her or not, it fits her personality. Cameo conversation goes, with her ten-year old son chiming in, "Mother, what was Father like?" "The only man I ever loved (if romanced)/considered a friend (if befriended)" or "One of the biggest fools I ever met (If Alistair is the father or the Warden was no friend)." If the Warden was romanced, whether he left with her or not, it continues, "Didn't he abandon us?" "No. I abandoned him." It would fit any of the four results of Witch Hunt. In any case, Morrigan remains important to the story, and the OGB is an afterthought, not as powerful or world-shifting as we assume.
Sten is already showing up in Those Who Speak, and Leliana/Wynne/Shale are confirmed alive up to Asunder (even if Shale was never activated). Oghren survives to Awakening even if you "kill" him, this seems to be the running excuse for everybody i.e. Warden beats them to a near-death state but he is pretty bad at confirming the kill (except for Zevran it seems), and they make a full recovery, so I'm sure Oghren will survive Awakening no matter the result of the Amaranthine/Vigil's Keep decision. Alistair is a complete retcon, no question, but it's a small retcon considering that not many people actually have Alistair dead, either by execution or sacrifice. There's a chance he, as long as he's alive either as a GW or drunk, gets put on the throne anyway six years after the Blight, maybe Anora dies or becomes too much like her father.
Just because everything's written from the Bioware POV doesn't mean these events can't happen at all for people who don't follow the canon, they just have to adjust the dialogue in the books a bit, but the overall plot can still occur (even Shale, who could probably break free of the paralysis through will alone, have met and befriended Wynne in passing while slaughtering pigeons, who like the good grandmother she is decides to help this golem recover her dwarven form). The comics are a different story since Alistair is such a central character, perhaps they'll be wrapped up in a way that they have no bearing on the DA3 plot.
tl;dr Any cameo is possible, don't rule anyone out. I hope to see everyone in some way, which is why they're all alive (except Loghain).

^ I agree with the person above. But if there are to be cameos I wish them to be of Isabella, Sebastian (he did promise Hawke an alliance or revenge for letting anders live/die if I recall correctly), Alistair, Oghren, Shale, Varric, Zevran and Leliana.
I would lie if I said that I didn't want cameos. Wait, I did lie.. Well, it would be nice to have cameos because of my endless curiosity that needs to be sated.
