Hugh is a templar recruit serving in Kirkwall.
Background[]
Hugh is one of many templar recruits being trained in the Gallows in 9:31 Dragon, along with Keran, Paxley, Ruvena and Wilmod.
Involvement[]
Hugh is in involved in the quest Enemies Among Us. Hugh later runs afoul of his fellow Templars and finds himself a pariah for publicly speaking out against Knight-Commander Meredith.
Three years later, Hugh, Paxley, Ruvena, and Keran (if he is allowed to keep his position) are seen in the Gallows Courtyard as full-fledged templars.

- In Act 2 and 3 Hugh is seen wearing a white and red version of the Kirkwall City Guard Armor instead of the standard Templar armor. This armor is also equipped by Carver in the Dragon Age II demo.
