He is a merchant, selling goods to the Warden. After completing the The Trial of Crows, Cesar will have a "special stock" available to the Warden. He also maintains substantial connections to the Antivan Crows and possibly works for them as well.

If the Warden kills Master Ignacio, Cesar will permanently vanish.
