During Entering Jarvia's Hideout quest, he is a potential source of information. You can bribe him to learn more things about the Carta, however he doesn't say anything important. If you force him to accept only 10 silvers, he will close the shop for the Warden and refuse to talk to you. You also have the option to kill him if you don't want to pay him or simply because you consider his information as useless.
Once the Finger Bone Token is acquired you can show it to him in order to acquire more information but he will only mention that he has seen Jarvia's men carrying them.
